4. Dr Charles Grudem gave the
membership report: We currently have 151 members. During this past
year, we lost a number of members to nonpayment of dues. In January, when
dues notices were sent out, certified letters went to those who had not paid
in 2002. We retrieved about a third of these members. The other 2/3 will
remain in different database to be sent conference mailouts or other special
notices.

The FAPM Membership Application is posted
on our website. The member application was mailed along with the conference
registration form, as well as with the Spring Pain Info. Those mailouts
went to FAPM; those who attended our meeting last year and are not members;
the Florida Society of Physical Medicine and Rehabilitation; American
Academy of PM&R members who are in FL, but not members of FSPMR; FL members
of the American Society of Anesthesiologists, Board Certified in Pain
Management, but not members of FAPM; American Society of Interventional Pain
Practitioners; FL Members of the American Academy of Pain Medicine who are
not FAPM members; and the FL Members of the American Academy of Pain
Management who are not FAPM members.

Drs Jay and Linetsky
reported that FAPM is now Associated-at-Large with both the
American Academy of Pain Medicine and the American Academy of Pain
Management. This allows us to maintain autonomy and yet gain from a quid
pro quo type relationship with these 2 organizations.

Drs Jay and Linetsky
reported that the Florida Pain Medicine Accreditation and Standards,
Inc, is now a corporation, which is now in the process of applying
for a tax ID number. After that, insurance will be sought. Dr Jay
explained that accreditation will be totally voluntary, and it is for the
facility, not the physician. There are 41 items to be accredited and they
can be found on our website: fapmmed.net.

Dr Jay reported that
organized medicine in FL (the Florida Medical Assoc) was successful in not
allowing PIP legislation to be tied to a fee schedule.
However, the new work comp legislation, while improving
reimbursement rates, is going to make it very difficult for patients with
pain problems to be referred to pain practitioners.
Dr Trescot
gave a national report: National malpractice caps were
discussed, as was NASPER (National All Schedule Electronic Reporting).
NASPER would allow physicians and pharmacists to run a national scheduled
medication profile on a patient with the patient's consent. This would
reestablish the doctor-patient trust, because patients could no longer scam
doctors while they are getting meds from other doctors.
Doctors would
be more willing to write narcotics, so patients would have better access to
care.

Outgoing President,
Dr Jay, was recognized and awarded a plaque.

Incoming President,
Dr Hanna, stated that one of the goals for his presidency was to determine
what FAPM members want from the organization and he passed out a simple
survey for members to answer that question.
